They didn’t necessarily have to plants with knowledge. I Carter Page’s case, IIRC, after he joined the campaign, they claimed he was a suspected Russian Agent, and used info against him that was actually info collected while he was part of a sting for a Russian, to get the FISA Warrant.
I don’t really care whether these people knew they were plants or not. Fact is Federal Agency tried to frame POTUS. I want to see those who set it up punished—if the pawns get off—so be it.
