The city or state would probably pick up the tab.
I would hate to be that Accountant or Government Auditor who has to review and examine how this year’s fiscal budget was impacted by such ‘facilities’.
It would probably go under ‘Miscellaneous One Time Expenses.’

In later miscarriages (second trimester or third trimester miscarriages) you have a fetus. Often hospitals just incinerate the earlier fetuses in the furnace, which often upsets the moms, who are in active mourning for the baby. the funeral allows them closure for losing their baby.
In abortions after 14 weeks, the baby has hard bones: Often the abortionists take it apart in pieces (dangerous: this can lead to a perforated uterus). That is why often they abort the baby intact, after killing it with chemicals or by perforating the skull. If mom sees the baby, she gets upset, and often would want to bury it (often the mothers are in denial it is a baby until months or years after the abortion, but if they see the kid, it hits them right away).

which is why the pro aborts oppose it.
And you know why so many feminists push abortion? Because they are guilty inside, and are trying to punish those who point out that it was a kid they killed, and that there were alternatives. Better to hate the messenger than to repent.
And alas, many women do repent having abortions (often they are not thinking straight due to hormonal changes of pregnancy and often they are abandoned by spouse/boyfriend or even parents who pressure them to abort the kid).
Churches need to outreach to these women and tell them Jesus will forgive them. But most churches, even Catholic churches, won't preach about it for fear of losing members.
