This doesn't appear to be a Windows Update problem, so much as a basic design compatibility issue with "Fast Startup" mode.

Note that this happens when you reboot the computer, not during a full power-down turn-off.
So it shouldn't happen often, right?
Because Windows computers rarely need to reboot.
Just for Windows Updates, or when problems happen, or the thing loses its mind.
