Question about Ukraine Aid

Can the president legally withhold congressionally approved aid? Is there any examples of Obama doing this?

Ive been researching a response to a friend but im stuck on this one. Help please.

“Washington Club members have been money laundering taxpayer dollars guised up as “foreign aid,” “military aid,” and “humanitarian aid” back to themselves through family, friends, foreign nations and corporations for decades. Ukraine is not unique.”

First off, “foreign aid” is not a category of aid. Foreign aid covers various specific assistance programs, and to refer to Foreign Aid in the same sentence of “military aid” (another term that is ill-defined) is nonsense.

Security Assistance (SA)/Foreign Military Sales (FMS) programs worth billions are closely monitored and the bucks we “give” them never leave the states, ever.

For Dept of State programs, most of that aid is usually Economic Support Funds to help them develop their infrastructure to improve quality of life. Don’t know State’s issues so can’t comment, but when it comes to SA/FMS, I am more informed than that reporter.

Every 6-weeks or so we would meet, me in the head chair, and review the programs under our purview (program management reviews). We tracked everything, and no money for FMF programs ever left the states and all transactions are noted clearly in the Amended LOA.

It is a common thing for the uninformed, ill-informed, those with an agenda, to make allegations that innocent people are all too eager to believe. Can’t blame the innocent because they’ve never been in that world and swallow, basically, hollywood’s nonsense because they don’t know better. Experts that contradict the false narrative are accused of being part of the cover-up or benefiting financially from corruption.

Senator Lugar and Obama pushed a bill that funded Ukraine’s destruction of 15,000 tons of ammo. 400,000 small arms and 1,000 anti aircraft missiles. During his Presidency,Obama refused to provide any ‘lethal’ aid to Ukraine when the Russians invaded.

IIRC, the memeber of the Ukraine “Army” that were stationed in Crimea deserted and went over the the Russian side.

Yes....look up the agreement Ukraine made with the US....they have to meet conditions before any aid is released. One is to reign in their corruption.
