I think Nancy also wrote a law to keep American Samoa from having the same minimum wage as the rest of the USA.
This was because Starkist is the main employer on American Samoa. It saved Starkist lots of US$ in operating cost.

Oh, yeah, I forgot that San Fran Nan was a Star-Kist Tuna Tyrant and her husband owned a potload of stock in the company. That whole thing was a Gordian Knot of price fixing, Samoan canneries, Del Monte, the Heinz company (of the Theraaaayzah and the haughty, very French looking John Effin' Kerry era), minimum wage exemptions.........it was one of those 'shoot 'em all and let God sort 'em out' situations.
