I live in Alabama, and we have a surplus of these grubby, unkempt, uneducated little shits running the back roads. Their cousins live in Florida. I see them everywhere as well.

Plant City, Florida had there share of them when I was there. You could hear them for five miles and it would shake the house when they drove by.
