It looks like it's just Amtrak trains (and any freights) in the South Central Michigan area having issues.

Found this Amtrak train tracker, and the Michigan trains are an hour and a half late, and travelling at under 15 mph.

I don't know how normal that is, but I think someone at the Ingham County Alerts meant to say "county wide" but someone interpreted it as "country wide."

It’s an issue with tracks owned by the Canadian National. They have a significant presence in the US due to acquisitions made over the years.

The Amtrak to Chicago just went by doing 79 mph (still East of Ann Arbor) and there’s a freight going by right now. I’m about 3 or 4 mile from the track.
