Former Vice president Joe Biden pushed his gun control plan by giving AR-15 owners an ultimatum to surrender their rifles or register them with the government.Biden's plan would also apply to AK-47s, variants of both rifles, and other firearms that have been labeled as assault weapons" by Democrats. The surrender or register option would also apply to high capacity magazines.

There is no requirement under federal law to be federally licensed to own any “machine gun,” which would be a fully automatic or selective-fire firearm.
Anyone wishing to purchase a machine gun must complete and submit the applicable ATF forms, fingerprint card and photos, secure permission from the chief law enforcement officer where they live, and pay the applicable fee for the tax stamp ($200.00 for machine guns). After the agency thinks it over for anywhere up to eight months, it either approves or rejects the transfer.
The same sequence of actions must be accomplished to accept transfer of any other piece of hardware on ATF’s “list of registerable devices” which - in addition to machine guns - includes sound suppressors (aka “silencers”), short-barrel rifles and shotguns, smoothbore handguns, destructive devices, and a catch-all category labeled “any other weapon.”
No FFL required. The transfer tax is a one-time payment only - no renewal needed.
Please note this is under federal law only. States, cities, and other jurisdictions can pile on additional requirements. Some ban possession of machine guns entirely.
