How about a costume historian? There is actually a historic answer to this. The original pair of pants were called pantaloons, and consisted of a double tube like pair of stockings that ballooned around the legs and were tied at the top of the thighs and ankles while the person wore a breech clout around the waist and private areas, sort of like a diaper or alternately wore a kilt. Ergo, there were a pair of them covering the legs. The word pantaloons was shortened to pants, but pair was retained for a pair of pants when they were combined with the breech clout.
