I’m not even remotely a legal expert, but I can read. And I see nothing in the words I read to rule out US citizens.

In fact, in many ways it looks to me that this is a MUCH bigger threat for US citizens than foreigners. How many foreigners involved would have property in the US? (Some DS “elites” maybe.) Most people it refers to would be outside the US and it would be irrelevant. That would be like saying if you are in my house, I’ll arrest you. How many of you have been to my house? (Hint: zero)

All important, but I think the key parts are E & F. JMO.

I’d still like to see what legal beagles have to say.

Thanks for your comments about this. Does it seem to say “thus and such will happen” just to future actions? Or previous actions that helped make Syria the steaming mess that it is?
