In our Brave New World, it's called inclusion. That child's issues could not be addressed in a classroom environment, yet they had to keep him there. I was told he flipped out a few times a week. It isn't fair to that child and it isn't safe or fair to his class mates.
I was in a Kindergarten classroom once where a child was so out of control that he was throwing desks and chairs at other students. The principal and security guard couldn't hold him back. This was while I was in control of the rest of the class, trying to stop them from going crazy from fear. A policeman had to come in with handcuffs to safely get the little darlin' out or the room.
