There is no position in the Federal Government that requires the occupant to be a licensed lawyer. The only position in the Constitution that requires a legal background is the Solicitor General.
In an interview with then Chief Justice Rhenquist, the interviewer mentioned that Justices and Judges were required to be licensed lawyers. CJ Rhenquist with words to the effect, “That’s not true. The only Constitution position that mentions legal training is the position of Solicitor, where it states the ‘Solicitor General must be learned in the law’, whatever that means.”
