Democrats say the State Department watchdog used a closed-door briefing on Wednesday to give them "conspiracy theories" tied to Ukraine, former U.S. Ambassador to Ukraine Marie Yovanovitch and former Vice President Joe Biden.

There are so many types of information to verify a foreign service officer/specialist (s) activities. You can go to the Personnel File and pull their Annual Rating Regimen where the reviewer and the rater have the individual list their primary objectives for the rating period and quarterly progress or amendments. People also get awards, like the lowly Franklin Award, Meritorious Honor Awards and Superior Honor Award. This how they pay themselves and further document what they have done;) (Wink wink).
There are the Cables (Messages) sent in coordination and there is the distribution to different offices and individuals using tags and individual access to those designation.
Back Channel Cables are basically inserted into the system without going from the Sender (Amb or Principal or Agencies) - they take these by disk to the Information Processing Center (IPC) and transmit them from a special admin terminal which is essentially the earliest form of cable transmission before it was linked by servers and desktops. Service Messages as well as Opening the Post and Closing the Post Coms cables are also sent by the communicators at post.
You want to know who got a message or cable as State calls them? Check the distro for something like ECON or POL or IRM. Then ask State to give you a list of everyone who has that Tag authorized for automatic distribution over the SMART messaging system. Sometimes a military or contractor might be given authorization at post to see a certain Tag traffic. Narcotics and nuclear distro is not for everyone, but if they get the distro they had it in their inbox.
Go to the printers and see what what printed, the date and time and the system user plus the computer or terminal they utilized.; or see how many times they accessed a electronic document........
The IG knows all this; every IMS at State knows them; every EO knows this.
This stuff isn’t rocket science.
Oh, and if somebody deletes their cables or documents they are auto backed up one to a separate server and PST File, and those are backed up daily and kept for up to six weeks. When a user departs post they put in the transport portal to be picked up at main state or the gaining post and their PST and personal files are moved across the network to the new server; the old user is not deleted for at least one year. When somebody does delete their cables there is always the servers metadata which has a legacy encrypted microsoft version of the document for outlook email retained in the server’s DNA.
If you delete 60,000 cables and have your own BS IMS and the folks at Main State in Diplomatic Security and Information Management try to cover it up and make it go away, it takes a legion of people and somebody will talk when you go their personnel file and find that Annual Review or that Award that details just what they were doing that made such wonderful diplomatic people.
Don't know...Could it have been a warning for the bad guys to batten down the hatches, cover their tracks (the meeting, not the info)???
OKay - I can’t see through the spin machine. The left is saying the state department IG is exposing the propaganda of the President’s Administration? WHich story is true? The packet contained Conservative Propaganda exposed by the IG or the IG was providing factual evidence that the lefties declared had to be false propaganda?

Rudy laid out the case against Joe Biden and others using information sworn affidavits from six witnesses in the Ukraine that he has been gathering since 2018.
He repeatedly called Joe Biden corrupt.
He addressed the lies in the whistle-blower account.
Powerful stuff.
