You don’t mention his father. Is he trying to get attention because he lacks a male role model?

If that’s the case, find someone to fill the role. You might even find a fireman that would be willing to visit once a week or something, if you have no male relatives that can do it.

Both parents are at home on disability. My son spends a great deal of time with the boy from sports to yard/farm work to entertainment. His mom is another matter. Too disabled to even sit outside and supervise the kids. Yet, she won't consider even consider 'loss of privileges' as a punishment. (Think Petunia Dursley and Dudley.) School, of course, forbids spanking.
