My guess would be he’d just watched a fifties’ film and TV retrospective. I remember the cut brake line being used as a tension builder quite often. Not so much after the split brake systems were introduced in 1968. Then it became all tits and car chases.

Since these incidents happened within blocks of his home, I assume he was irritated by them. People on those things will run you down. Still, no way to respond. I am willing to bet the guy is a Democrat.
Maybe motivated by more than 140 electric scooters in his neighborhood? Those things can be pesky, especially if users are inconsiderate or oblivious to their surroundings.

How about being ticked off that essentially people are being allowed to leave their junk anywhere they want, property value and neighborhood aesthetics be damned. These ugly green bikes are showing up on sidewalks around my office and it looks ridiculous and needs to be dealt with. If I just leave a series of expensive but ugly bikes around town in front of random homes should I expect them to remain there untouched? Maybe I'll just start setting up tables with yard sale type items all over town in front of whatever home I with an app to buy the items through your phone. I don't agree with cutting the brake lines but I definitely understand why he did it. I judge him completely innocent and order the plaintiff to pay all legal charges.
