Its against the law in Louisiana to let dogs run off leash on private property, enclosed and unenclosed... I think this refers to property NOT OWNED by the dog owner (as in the case when pit bulls invade a yard and injure or kill an animal or human....which has happened many, many times, and not just in Louisiana).

I would love to watch that security video while listening to her step-by-step commentary on why she made each decision along that path. It’s not every day that a woman ends up with a live camel’s testicles in her mouth and doesn’t recognize that she may have made one or two silly decisions to get from Point A to Point B.
