That price quote used an Intel Xeon W-3175X from 2018. Suggested retail price of that processor is $2999. The comparable one being used by Apple in the new 28 core MacPro is the 2nd Quarter 2019 Xeon W-3275M which retails for an additional upgrade price of just $1995 (a bargain) more than buying last year’s Xeon version, since the suggested retail list price of the newer one is $7,435 as of 09/23/2019. There must be quite an OEM discount these builders are willing to pass on to their customers.

Adding in all the various hardware to make it somewhat match the stock Apple MacPro with 28 cores, the price was a hair under $15,000.
