So this guy claims “whistle blower” status because he was offended by something he heard 2nd hand that made his job immediately unsafe as an “intelligence analyst?”

Since using the "Whistle Blower Law" under the circumstance of "no first knowledge" tells me the Whistle Blower should be outed. Protection would NOT apply.

And it's not the Whistleblower who is being protected, it is the person who conveyed the "report". Sounds like a Comey repeat.
