Not at all.

You just need a track that goes completely around the world, letting the cable move as the world moves, but still affixed to the ground.

Pretty simple.

Yup, and the orbit would also have to be perfectly circular, not elliptical as it is now. "Apogee-whiz, there goes our cable!"
