I don’t think that matters. Here’s another example. Suppose I’m a government official. And I tell all my colleagues that President Trump doesn’t know what he’s doing. The 1A wouldn’t protect me from being fired by the President.

But the 1A would protect me from being arrested for treason just because of what I said.
