They may be perfectly able to pass one- but he could not lend them a weapon EVEN FOR SELF DEFENSE without making criminals out of both of them, without first conducting a background check.

All we had to do to end the scourge of drug addiction and trafficking is outlaw drugs.
Once we did, all the troubles associated with them disappeared.

Hypothetical situation:
* Mrs. A is clean (no history), sane and well trained with firearms and self-defense. Mrs. A is not prohibited.
* Someone else in Mrs. A’s house is prohibited—say, Mrs. A’s daughter, Miss B. Miss B’s seemingly nice boyfriend (Mr. X) had spiked her drink with a drug that erased Miss B’s inhibitions and led to her addiction. So Mrs. A can’t keep a firearm at home.
* Mr. X threatened Mrs. A’s life and already perpetrated a failed plot to murder Mrs. A. The police would do nothing to help Mrs. A., because the wife of a patrolman likes Mr. X and said that he’s a good boy. Some of the police in Mrs. A’s jurisdiction don’t want to bother a few particular untouchables, even though said untouchables deal drugs and brag about being armed.
* Mrs. A is now in imminent danger of attack from Mr. X and his friends but often needs to go out for necessities.
Mrs. A talked to a federal agent, consulted with an attorney, participated in more training and bought good insurance. Mrs. A could use a loaner from a friend.
There are many other kinds of similar situations around the country. Some people simply can’t afford the expense of getting a firearm in a hurry for a dangerous situation but have much past experience with weapons. Some are women suddenly confronted with attempted home invasions. Not much need for a whole lot of training there, when the potential home invaders are more of a likely danger than the woman alone at home.
And BTW, communism is far more dangerous than the concerns raised by Cortez.
