Government is supposed to be for the people, not above the people. I think this is a good decision.

I agree. There must be some limit to “qualified immunity” and this case went beyond the scope of the duties of the TSA. False arrest and malicious prosecution should not only result in financial awards, but should have led to charges against those who made the false arrest.
