I live in Spain. On the regular beaches maybe 10% of the women go topless but we also have a couple of nudist beaches. One of them is in a more isolated area where you have to walk a few minutes out of the way but the other has restaurants, a bus that takes you down and back, sun beds, Palapas, paddle board rentals, masseuses, basically any service you would expect on a world class beach. The parking lot is always packed in the summertime. In the off season you can drive down there yourself. We did that to see what it was like and were pretty impressed with all of the facilities they had. Here are reviews and pictures

Since we have our own pool and aren't into crowds we rarely go to any of the beaches. We haven't been to one since last year, even though we can be to several in less than 5 minutes. But if people ask me for a beach where they can go that isn't as crowded I always recommend the nudist beach that is closer to our house, the first one I mentioned that you have to walk to. When the main beaches are a mass of people the nudist beach is much less crowded and it isn't like they have bouncers at the entrance who force you to disrobe. It also has Palapas and a small bar if you get thirsty so you can have the sun, the water and a bit of peace and quiet.
