A citizen reported the suspicious man next to the vehicle near Felipe Road and Barbadanes around 6 a.m.
When deputies arrived, they found both drivers side tires were flat and a 26-year-old man trying to repair them using gauze and Band-Aids.
The man was arrested on suspicion of being under the influence of drugs, deputies said.
The suspects identity was not released.

After you related your gas hose problem I spent much of an hour remembering many of the dumb things i my life.
Some of them I wonder how I am still alive.
Two flat tires. Gauze and bandaids. Well, I guess you should drug test the driver just to check the box. But it sure isn’t necessary to prove he’s on something.
Yep! It is a wonder. I’ve had LOTS of close calls in my life. Sometimes being stupid, sometimes just an accident. And of course all the times that we went blissfully on our way, never knowing that we had been seconds (or inches) away from tragedy!
I’ll have to remember that.
What saw wastthe basic way of making napalm. Soap flakes and gasoline.
Bet that was an uncomfortable ride for her.
Best way to heal a tire: slippery elm spit and moss. Don’t take it off when the tire starts to itch.
Mix it until thick; plant a cherry bomb to set it off. Ignite and run to the next state. Oh, and a mix of magnesium to add a bit of excitement.
