The behavior of the hunter over several months was crazy and risky.
Why would the hynter be concerned? Did he recognize the fugitive? Or was he concerned thar someone was living on state land?
I was thinking a bunker would be poured concrete and blast doors. This is merely a hole in the ground.
Most bunkers are temporary, and often constructed primarily from sandbags.

Once literally miles from anything on a seldom-used trail, backcountry Colorado two guys headed in wearing street clothes/gym shoes, carrying nothing a foot of snow on the ground, late afternoon.

That is a very creepy story.
And the gold panners/miners, most are friendly but some are out there.
Not unusual to be hiking in along a creek and have them put their hand on a sidearm and wave you off.
I kind of understand.
If he had been a fugitive for a bank robbery instead, I would have given him a pass and minded my own business.
Maybe it was the TV antenna and solar panels that gave him away?

Took my girlfriend camping one time, into the deep woods. Found a logging road wher I pulled into a clearing where there was already a vehicle. My headlights illuminated the interior of the vehicle where I essentially saw “Deliverance” being acted out in real time.
Needless to say, we did not set up camp there.

I ride my bicycle on the local forest preserve trails and often see them.
Last summer doing laps on a trail next to a large pond. Lots of people.
Laying on its back next to the main path is a male wearing a pink bikini, and his legs spread! Different males would approach him and they would go to the parking lot, and he would return. A friend that works for the Forest Preserve District, said it is nothing unusual and the cops hate to be on queer patrol. They have taken over some small areas completely. A lone male going for a walk in the woods will return to find 'photos' and a phone number tucked under the wiper blade.
