JMO, but it depends on their goal.
If the purpose is to kill people, then it’s obviously a fail. But if they just want to cause chaos and disruption, it’s a win.
It could also be a test for a future operation. Maybe they were checking to see how long before the cookers were found, or how the authorities and/or public reacted.
Or maybe they just want to force us to expend resources. Every time we have to protect ourselves against yet another threat, it costs us. (TSA, safety seals on food/drugs, etc.) It costs us time. It costs us money. It costs us in terms of our sense of security, anxiety.
