"Steve Minguez, a retired NYPD firearms instructor who worked with the Secret Service for several years when he was detailed to the NYPD Intelligence division's dignitary protection unit":“With the 9mm cartridge, you’re getting optimum velocity out of a short barrel,” he said. “With a 9 millimeter, you could fire [a bullet] out of a 4-inch barrel and you’re going to get 1200 feet and change per second,” Minguez said. Yet with “a .38 Special or a .357, they need a much longer barrel to get to optimum velocity – whose top is mid-to-low 800 feet [range].”

What the heck is this guy talking about? Most commercial .357 Magnum loads do more than 1400 fps out of a 4" barrel, and get into the 1500s and 1600s out of a 6" barrel. .357 Sig loads also do more than 1400 fps out of a 4" barrel. Even .38 +P do more than 800 fps out of a 4" barrel.

What kind of charlatans do they have teaching NYPD cops?

Semi auto barrel length includes the ramp and chamber so a 4 inch 9mm has about 3” of twist, same as a 3 inch revolver. (But I have no idea what Minguez is trying to say.)

All subsonic handgun rounds work by causing blood loss. Supersonic rifle rounds work differently. Extra velocity shoots flatter long range. Any caliber and any barrel length works if you hit the brain stem or open a major artery and cause the lifeblood to flow out.

Isn’t he is comparing 9mm+p with 38 special?
