I think prostitution is only considered trafficking (by law enforecment) if it involves:
a. Coercion; or
b. Under 18.
Back in 2009 timeframe at State there were some Diplomatic Security guys who went to a bar in Columbia or somewhere in central America and they were charged with trafficking just for solicitation and partying with the hookers from the bar. This law was announced by the Department of State in 2008. It is an exploitation issue as much as anything, even if the woman or girl is freelancer they consider it worst case.
