I think you're warmest.

Once a spy is identified, many times they are kept in place and given false information to pass on to the known enemy. In this way the spy entraps himself and the enemy receives bad intelligence and his actions can be managed.

At least its like that in the Tom Clancy books.

I honestly think Trump/Q had left many enemies in place and "worked" them.
