That was a takeoff on the immortal words of some anonymous Grunt, “We had to destroy the village, to save it”.
Compare to the actual quote from the article, “So I am going to use what means is necessary to stop you… that’s for your safety… this is for your safety, yes.”

That quote came from the Vietnam War via leftist journalist Peter Arnett, who almost certainly made it up.
