This is how they moved the kids. They used these shipments to conceal the children. The cement powder/bags absorb radiation which would conceal thermal signatures and insulate noise.

Apart from local deliveries of cement in bags..cement is moved in bulk carriers..I fail to see how children can be hidden in bulk cement.

If it’s going to the ready mix plant it’s in bulk air handling carriers, but if it’s sacked concrete or cement for job site mixing it’s in bags and they go all over. If you haven’t noticed, it’s stacked by the pallets at Home Depot, Lowe’s, et.al.
