A 2 year old is not tall enough to peek out of a deck 11 (pool deck) window on a Freedom class ship, unless she climbed up on a deck chair and somehow pull herself another couple of feet up an over the window. I'm 5'10" and the bottom sill of those windows are up to my chest.
Local Spanish language media in San Juan are reporting that the child was on her grandpa's arms when she fell 11 decks down to the concrete pier.
Horrible either way.
