Driver was Neil Singhal, 69, behind the wheel of a 2014 BMW. No photo I could find in the article. Police said the victim’s bike had front and rear lights and that the driver was operating the vehicle while “impaired.”

Singhal is a South Asian (probably Indian) name. And Neil is probably a Westernization of Neel (”blue”) or something similar. He certainly looks half in the bag in his foto.
