They should have switched over to card access a long time ago. Costly to install but well worth the effort to not only eliminate situations such as this but to keep a record of exactly who is accessing what.

Might this be fake?

An excuse to change over to the expensive card access that they could not justify/fund while things were ‘working just fine’?

, the missing keys unlock perimeter fences and key entry points. Overall, the keys could open around 100 perimeter gates, 150 other gates, and an “unknown amount” of doors, elevators, and washroom

I often see 'construction' gates with a guard resting nearby, guessing? They padlock them during off hours and are a temporary workaround?

That said, with 12 sq miles, probably MANY access points with padlocks.
