OK I don’t know anything about electrical engineering but wouldn’t the rubber tires prevent such a thing from happening?

I have notice..... That some brands of tires cause a lot of static in the radio on certain types of surfaces.. I don't know why this is but I think it may have something to with the steel belts.. I think the car is finding ground somehow thru those belts..... Maybe (?)
