I bet on Tacitus, Tacitus was cutoff at the same time.
Here is the BIG difference between what happened here and what happened in the Derby. In the Derby Maximum Security had a clear lane to run in and had no need to veer out of her lane. In the Belmont, Sir Winston did not have a clear lane, and therefore is allowed to move to the outside.
It really is a shame that the 2 best horses were next too each other on the outside. Had one or both of them started from a better position it would have been a much better race.
Starting from the outside is harder to win. Typically the better horse starting outside would need to sprint harder at the beginning of the race, so as to not get stuck in behind slower horses. This is a gamble because you don't want to waste too much energy and have none left to sprint at the finish. What I think happened here is that the 2 best horses were on the outside and they basically had a two horse race going on. The jockeys on Tacitus and War of Will held plenty in reserve to outsprint each other at the finish. The problem is they waited too long and Sir Winston made his move in front of them. I think it was excellent jocking on the part of Sir Winston's jockey that won the race for him.

Sir Winston did not have a clear lane, and therefore is allowed to move to the outside. You have no idea what you are talking about. When you don't know about something, it's best not to demonstrate that fact here on FR.
And BTW, Maximum Security is a him.

Tacitus was cutoff at the same time. Did you watch the video? Tacitus came in and slammed into War of Will, taking over the three path. He was never cut off. After that, he ducked inside, and then his jockey corrected and moved him outside.

Starting from the outside is harder to win. Because, being on the outside, you're actually running a longer race than the horses on the inside.
