Sounds like only a few 20 seconds - almost even that the “warning “ occurs during the actual quake movement itself.

Yes. if the resulting tsunami were “detected” moments earlier than now - when the water movement into harbors and onto coastlines is felt hours after a quake.

But only seconds of warning?
