I think this was adjudicated in the 60s or 70s as a result of a case in NY. It had to do with NYC’s Puerto Rican population many of whom did not speak English, much like the Puerto Ricans relocated to Florida by the hurricane. The decision involved refence to having been educated in an American flag school as Puerto Ricans are. As citizens they had a right to matrtials in their language since their education was in Spanish in American schools.
Hope Governor DeSantis promptly appeals this judicial overreach to SCOTUS asap!!!

English first and foremost, no more press 2 for Spanish and all ballots printed in English for all.
