Isn't it racist to suggest that a black man can even commit a crime? If one is taking something that technically he doesn't have title to, isn't it just a proper form of early collections of reparations? He's just taking back what would have rightfully been his had the inherent racism in society hadn't deprived him of it. (/sarcasm)

He should of told the police ‘someone did something....’ and then his conscience is clear if someone hurt someone else!

Well it is absolutely racist, but not for the reason you imply.
This guy thinks blacks are more prone to breaking the law, as in they can’t help themselves, and thus are entitled to a pass, just to even the playing field of life.
