Viktor Shokin, who was ousted on Tuesday as prosecutor general of Ukraine.
MOSCOW Bowing to pressure from international donors, the Ukrainian Parliament voted on Tuesday to remove a prosecutor general who had clung to power for months despite visible signs of corruption.
But in a be-careful-what-you-wish-for moment, veteran observers of Ukrainian politics said that the prosecutor, Viktor Shokin, had played an important role in balancing competing political interests, helping maintain stability during a treacherous era in the divided countrys history.
The United States and other Western nations had for months called for the ousting of Mr. Shokin, who was widely criticized for turning a blind eye to corrupt practices and for defending the interests of a venal and entrenched elite.
He was one of several political figures in Kiev whom reformers and Western diplomats saw as a worrying indicator of a return to past corrupt practices, two years after a revolution that was supposed to put a stop to self-dealing by those in power.
As the problems festered, Kiev drew increasingly sharp criticism from Western diplomats and leaders.
In a visit in December, Vice President Joseph R. Biden Jr. said corruption was eating Ukraine like a cancer.
Christine Lagarde, the managing director of the International Monetary Fund, which props up Ukraine financially, said last month that progress was so slow in fighting corruption that its hard to see how the I.M.F.-supported program can continue. ...

Ukrainian Prosecutor General Yuriy Lutsenko told Hill.TVs John Solomon in an interview that aired Wednesday that U.S. Ambassador to Ukraine [Obama-appointee] Marie Yovanovitch gave him a do not prosecute list during their first meeting.
Unfortunately, from the first meeting with the U.S. ambassador in Kiev, [Marie Yovanovitch] gave me a list of people whom we should not prosecute, Lutsenko, who took his post in 2016, told Hill.TV last week.
My response of that is it is inadmissible. Nobody in this country, neither our president nor our parliament nor our ambassador, will stop me from prosecuting whether there is a crime, he continued.

Obama White House counsel Gregory Craig
Kostiantyn Kulyk, deputy head of Ukraines prosecutor generals international affairs office, said that investigators had evidence that a number of Western figures, such as Obama White House counsel Gregory Craig, also received money from the Party of Regions, the party of ousted Ukranian President Viktor Yanukovych, an ally of Russian President Vladimir Putin.
Craig was recently indicted for allegedly lying about his dealings with Ukraine.

"Prosecutors who brought charges against Craig, the former Obama White House counsel, focused on a Ukrainian businessman who was also a major donor to Clintons organization, the Clinton Foundation, The Epoch Times reported earlier in April."
