In order to make the numbers work, schools have to only notice the most outrageous conduct from black students, while adopting a strict zero-tolerance policy for white students.

Teachers can't discipline students because the school gets Fed. matching dollars only if the kid's butt is in the seat.
So, suspensions and expulsions are very rare and highly discouraged.

In Chicago, just pass a law that blacks youts could only commit 16% of the murders, consistent with the percentage of blacks in the larger population. Murder rate drops overnight. Simple.
Before I retired from the Air Force, I was approached about becoming a teacher through the “troops to teachers” program. With insane measures like this coming to the fore, declining was one of the best decisions I ever made.
Well, California has an obvious Asian problem. Not enough of them are disciplined. Since there exists an obvious racial disparity, make being respectful an offense. Gotta get those percentages of offenders to equal out somehow.

Even the most leftist of teachers gonna be put under a lot of stress and opt to give up the career...when the thugs rule, no learning happens except for what happens when the thugs rule.

This policy (more or less) was implemented in the St. Paul, MN school district during Obama’s administration. It resulted in absolute mayhem in the schools for the teachers and the students that were attending in order to actually try to learn something.
The policy came under serious scrutiny when a teacher who had been violently attacked and seriously injured by a student filed a lawsuit against the school district.
The superintendent of the district was put on the hot seat, and later fired.
