Swordmaker made a great point, and to add to it, not only did McGahn not have the power to fire Mueller, but Mueller did have a conflict of interest that should have disqualified him from handling the investigation, if RR hadn’t been a derp, too. That is also a factor to consider.

That is indeed a point which should be kept in mind.
I have learned so much here in these threads from the many busy minds who assemble themselves here. Thanks to all!

I have had an FOIA in since 08/2017 asking for any required documents\reports regarding sec 600.3's required:
"(b) The Attorney General shall consult with the Assistant Attorney General for Administration to ensure an appropriate method of appointment, and to ensure that a Special Counsel undergoes an appropriate background investigation and a detailed review of ethics and conflicts of interest issues. A Special Counsel shall be appointed as a “confidential employee” as defined in 5 U.S.C. 7511(b)(2)(C)."
After a year, they advised I applied to the wrong dept. (DOJ was wrong?). I reapplied and to date...crickets chirping.
I am expecting a letter telling me my request is moot.
