Someone with severe mental problems, probably undiagnosed...
Possibly a history of sexual or physical abuse...
And most likely attempting to self medicate with illicit drugs.
Before the 1970s it was easier to institutionalize psychotics before they could disfigure themselves and/or commit a string of crimes.
But then came anti-psychotic meds and the bipartisan lunacy that people who need these meds would take the meds on their own. They don’t, and then the craziness resurfaces.
So now we let them walk the streets, live on the streets, and in San Francisco poop on the streets.
And a lot of them engage in petty crimes. So courts and jails get stuck trying to deal with them, since the geniuses who we elect want to pretend that mental hospitals are an unneeded expense that violate the right of people to be crazy.
A face that just screams out, “Hire Me!”
She has severe mental problems and should be confined for her own protection.

I would think that successful shoplifting requires more stealth than this thing is capable of. Everyone is watching her.

Some people on this thread wonder how someone could do this to themselves.
Drugs does this to people all the time in this country. Once she's on this path, she will never turn back.
By age 40, she will either be hospitalized, in prison or dead....if she makes it to age 40. There is no other alternative.
On a more positive side note, I watched a video a while back from somebody's FB page that showed a makeup that can be applied over tattoos and cover them completely. It was amazing to see what it could do to make the bizarre look normal again. Some hope for stupid tattoo decisions.
The maker of this makeup will make millions when kids start growing up and finding out that having a Nazi swastika in the middle of their forehead is not cool anymore.
I know I’ve seen a thread about her on here before. There can’t be TWO people like her in the world.
This is a person who enjoys pain so much she pays for it.
Another manifestation of the mental/psychiatric problem of identity dysphoria, leading to the rejection of and mutilation of her body. This case just does not happen to be about her sex.
