Clinton probably Bush, before rent-a-cops became security guards at bases & before 9/11 armed guards at most military establisments looked armed, but they had no bullets.
That said, they were usually reaction forces onboard the bases just in case but the reaction times were probably outside of 10 minutes maybe a little more.
Giving them more than handguns.
Depending on the ROE, they could be armed to the teeth and it won’t matter.
What are the rules of engagement?
Will the troops have ammunition?

I would BET MY HOUSE that Trump didn’t ask, and therefore didn’t know that some asshole up the chain was a Jeb supporter.
I’ve always said that if I was in a position where people with guns were guarding me, I’d ask them if their guns were loaded and whether they were ready to fire - and, no, I would NOT be surprised if they came back and said that they didn’t even carry any ammo.
The thing is, it only takes one asshole up the chain of command to do something stupid like that...and that is why I would ALWAYS ask.

As I have read part of the AAR, the two Soldiers were armed with sidearms, and the six Mexican soldiers were armed with automatic weapons.
Looks like there will be a change in force structure and ROE.

Mexican soldiers approached an unmarked vehicle of two U.S. soldiers stationed
at the border in El Paso County, Texas, and ordered them out of the vehicle.
According to Newsweek, which obtained the serious incident report, the
soldiers were in fact active duty members of B Battery, 1st Battalion, 37th
Field Artillery Regiment, not from a National Guard unit. The Mexican
soldiers disarmed one of the U.S. soldiers and placed his sideaerm in the U.S. vehicle.
While the soldiers were parked south of the border fence near Clint, Texas,
they were north of the Rio Grande riverbed, which placed them appropriately
in U.S. territory, according to Maj. Mark Lazane, a spokesman for NORTHCOM.
Customs and Border Protection (CBP) and the Department of Defense (DOD),
after inquiring of the Mexican government, were informed that the Mexican
soldiers thought that the Americans were south of the border. Throughout
the incident, the U.S. soldiers followed all established procedures
and protocols, according to NORTHCOM.
