No bad intentions? They clearly intended to defraud the university AND the students legitimately applying to get in. Money can’t buy you brains.

I doubt that ! The university probably knew what it was getting. Its a private school and it had a “private entry fee”. I will agree the other applicants were defrauded but mostly because the bought into the scam of “institutional elitism”. The real damage is the university’s brand.
This even allowed the peaking under the hood, instead of a Rolls-Royce engine its a Yugo!
