Never heard of CLEAR and have no idea what he's talking about. There is a Mobile app for clearing customs. Sometimes it has its own line, other times it's the same line as Global Entry. Since it's free, it's something else to have in your tool kit for clearing customs.

Clear is $15 a month and you use fingerprint/retina scans to identify yourself. Saves tons fo time if you fly much
