From what I’ve read, the definition of *proper* has changed. The child can go to a teacher or a school nurse or their own physician and tell them they are the opposite gender and the parents are preventing their transition. By law and regulation within the institutions, the professionals are bound to support the child’s wishes. Further, the parents can be (and this has happened) cited and taken to court where they are sanctioned. The child can be put in foster care under the aegis of CPS.
The cases are documented around the internet. All it takes is the child being proactive to their own desires.
It goes beyond complaining. This is a contagious delusion supported by a segment of the culture with astounding power. The child will find themselves with an army of support, while the parent is isolated, helpless and derided.
The most interesting part of Jazz’s genital reconstruction surgery (actually, this was during a follow up visit) was when Jazz called it a vagina, and the operating surgeon called it a WOUND!! The surgeon speaks the truth to Jazz and the world.
What about the psych field? Those practitioners are forced to conform to these absurd laws as well.
My point - again - is that I was told never to talk out of turn to strangers. My mother was so very strong that I obeyed her every command. It would never have occurred to me to talk to a teacher, a nurse or anybody else - including dumbass sex perverts who tried to lure kids into cars. She laid down the law. You can make what you want of whether this was good or ill but it was common parenting for child baby boomers.

I am a bit older than the Boomers (War Baby).
I resisted and was conflicted with my mother from about age 5. She had her own issues and I was not acting irrationally.
My parents laid down their law and I did what I damned well pleased. My father was authoritarian inside the home and passive in public. Both my parents cared very much what society thought and obeyed every rule and law.
Boomers parented the Gen Xers & whatever they call the cohort directly below, the parents of today’s kids.
Every family has their own dynamic, but: no matter how *strong* any parent is, how do they fight every single institution: law, education, medicine?
Our parents were sovereign. No parent is allowed sovereignty today. Instead, the culture rules and the culture always wins.
