My first look says...it’s a troll.
There is already an ‘H’ there so, if you remove the second ‘h’, that leaves a cryptic HC. This points to (e.g., trolls) Hillary and her initial attempt to devise government HealthCare under BillyJeff’s first term.
It was a flaming defeat then, just like her defeat in 2016.
