Like all good NPCs, they come pre-programmed to go from Zero to Complet Douchebag in twelve nanoseconds flat whenever a pre-written series of embedded trigger words stimulate the auditory canal, or when they see someone else being happy.
Like every completely replaceable, totally interchangeable Lib, they only react, but are completely incapable of independent thought or action; their Collective Degenerate Moron software prevents them from thinking for themselves.
Oh, the occasional one develops AI once in a while, but the Collective closes in to beat it senseless and either bring it back into the Borg collective, or destroy it completely.
You can see those types sometimes, wandering around the street, dazed, confused, muttering “1001001001SOS...” over and over again.
