Hierarchy is circling the wagons regarding written policy and protocols.
Slow walking documents, withholding info as “NATSEC” or “ongoing investigations”. Stringing out the (improperly arranged) SC kabuki theater. Running out of superior weapons to use (latest is some random SUV sent to crash into the motorcade?)
2 things come to mind but both point to the same focus. (1) they believe they can outlast POTUS (may re-election be upon him) either by the vote in 2020 -most likely- or through maniacal attrition -assassination- and, (2) thinking that POTUS is so unaware of the inner workings of their shadow government that he will fail and finally give up; this means the media must keep the pressure on.
Both scenarios consistently point to one thing...someone has given them some level of confidence in their efforts? What that entails and who generated it is above my brain-grade.

Just so I understand, your premise that FBI is still being run by bad guys is slow walking/not making available documents that are asked for?

Do you mean SCOTUS? That doesn’t make sense to me, you probably mean something else maybe?
I totally disagree with your premise if it is primarily based on not giving documents over. Very likely there are still some bad guys in the FBI but the big uns have been fired/placed in useless cubicles but mostly gone. It has been said many times including by good guys in the FBI that most of the lower echelon are decent.
Your premise also posits that Sessions, Wray and others such as Whitaker and Barr are feebly helpless to do anything about the FBI bad guys and that Trump either doesn’t know or similarly helpless. I cannot agree with these.
